Remove Surface Go and SP4 workarounds. (Fixes #37)
Surface Go nowadays works without the touchscreen workaround. The SP4 rule will run on all devices, breaking IPTS on Surface Go for example. Therefore we moved it to the device's quirk page, requiring the user to manually add the file if necessary.
