Create a SparkleLib library for sharing code between frontends

Start moving some files into SparkleLib, and have SparkleShare and
SparkleDiff depend on it.

Enable Makefile integration in the SparkleShare and NotifySharp
projects, so that files are kept in sync in Makefile.am and the
MonoDevelop project.

Bundle notify-sharp by default (fix openSUSE build)
...
Not every distro has the same API in "0.4.0", since
there was never an actual upstream release of
notify-sharp 0.4.0.
Once we have autofoo, we should make use of external
notify-sharp an option for distros that have more
recent code.
